The objective of the policy was the promotion and development of MSEs by supporting them in marketing of products and services. After several rounds of amendments through since it was introduced, the amendment inNovember 2018 directed an increase in the minimum annual procurement from MSEs from 20% to 25% and also mandated procuring 3% fromMSEs owned by women, in addition to 4% to be procured fromMSEs owned by SC/ ST entrepreneurs. In FY20, the total procurement of CPSEs decreased by 34% y-o-y to ` 13,334 billion. The procurement from MSEs also decreased, albeit by a modest 1%. On a positive note, the procurement from MSEs as a percentage of total procurement of CPSEs rose significantly from around 19% in FY19 to 28% in FY20.
