21 As an outcome of implementation of the new PSE Policy, the strategic transfer of ownership of Air India has been completed. The strategic partner for Neelanchal Ispat Nigam Ltd (NINL) has been selected. The Initial Public Offer (IPO) of Life Insurance Corporation (LIC) was offered in May 2022 wherein government sold 3.5% stake in LIC through the IPO II. Revised MoU Framework (FY22 & onwards): All CPSUs are required to sign an MoU with their administrative ministries/ departments under which CPSUs are assigned targets and their performance is evaluated at the end of the year against the targets. From FY22 and onwards, the revised framework for MoU systemusing an online dashboard for the target setting and performance evaluation of CPSUs has been laid out. In FY21, the MoU rating data of CPSUs reveal that the performance of CPSUs has remained stable as compared to FY20. Only 10% of the total operating CPSUs have received ‘Poor’ rating in FY21, which is the lowest between FY17 and FY21.
