24 Double digit procurement growth of CPSUs from MSMEs in FY2021 Public procurement through MSMEs has become a crucial part of Atmanirbhar Bharat Abhiyan as it has helped in creating and developing local capacities. In order to boost public procurement through MSMEs, the Public Procurement Policy was notified in 2012 which was further amended in November 2018. Given the various measures to boost the public procurement through MSMEs, the total public procurement from MSMEs grew by 10.7% y-o-y to INR 417 billion in FY21. The key highlights of CPSUs’ procurement through MSMEs are as mentioned below. Petroleum (Refinery & Marketing) sector CPSUs continued to account for a close to approx. one-third of total public procurement (from all CPSUs) through MSMEs. Nonetheless, the procurement of Petroleum (Refinery & Marketing) CPSUs fromMSMEs has witnessed a decline of 8% in FY21 despite a 28% increase in the sector’s total procurement in FY21. The procurement of steel sector CPSUs from MSMEs increased by almost 142% y-o-y in FY21, taking its share in total public procurement from MSMEs to 5% in FY21 from 2.3% in FY20. Power generation sector CPSUs also showed substantial rise of 90.3% y-o-y in their procurement fromMSMEs with its share in total public procurement fromMSMEs rising to 12% in FY21 from 7% in FY20. In FY21, power generation CPSUs made around 41% of their total procurement from MSMEs. CPSUs’ procurement from MSMEs owned by SC/ST has increased substantially by 19% to INR 7.8 billion in FY21. CPSUs’ procurement from women owned MSMEs has also increased by 81% to INR 6.4 billion in FY21. Health & Nutrition among the priority agenda for CPSUs CSR activities in FY2021 Corporate Social Responsibility (CSR) has always remained a key aspect of CPSUs in India. Indian CPSUs through their CSR initiatives have endeavoured to achieve inclusive growth, sustainable development and capacity building. In December 2018, in line with the recommendation of CPSE Conclave 2018, Department of Public Enterprises had issued guidelines to undertake CSR initiatives in a focused and theme-based manner. As per the guidelines, CSR expenditure for thematic programmes should be around 60% of annual CSR expenditure of CPSUs. The theme identified for FY21 was ‘Health & Nutrition’. The total CSR expenditure of all CSR eligible CPSUs (168) stood at INR 44.88 billion in FY21 as against INR 50.88 billion in FY20, registering a decline of 12%. Around 38.2% of the total CSR expenditure in FY21 was spent on eradicating hunger & poverty, healthcare & sanitation initiatives. Education & skill development and sports received the share of 19.6% and 18.8% respectively in the total CSR expenditure of CPSUs in FY21. Dun & Bradstreet
