The after-effects of the event continued to impact 40% of the businesses till the end of February 2020. Further, on average, Indian MSMEs saw a revenue decline of 11% during the lockdown of 2021 as compared to 46% during the lockdown of 2020. Key exporting industries such as apparel manufacturing realized loss of INR 150 crore during March 2020 to May 2020; whereas leather industry suffered losses valuing INR 11,210 crore in global market. According to a survey conducted by All India Manufacturers Organization, the pandemic related challenges posed a threat of closure for 35% of MSMEs in India. However, with increased vaccination and reduction in new infections, businesses are showing a sign of Green Shoots. Retail sales were at 88% of the pre-pandemic level as indicated by Retail Business Survey by the Retailers Association of India (RAI), sales at Quick Service Restaurants (QSRs) grew by 12% in August 2021 as compared to 2019 and grocery category indicated a 4% growth. Although, beauty and health sector remains sluggish to achieve to pre-covid sales. According to Entrepreneurship survey, 60% of businesses are confident about their business recovery despite the hit due to pandemic. The organizational structure of the Ministry of MSMEs The Ministry of MSME develops policies to foster growth in the MSME sector. The ministry also designs, implements and runs various schemes aimed at financial, technology and market assistance for MSMEs, infrastructure development, skill development and training. The Ministry of MSME consists of Small & Medium Enterprises (SME) Division, Agro & Rural Industry (ARI) Division, Administration & Financial Institutions (AFI), Integrated Finance (IF) Wing and Data Analytics and Technical Co-ordination (DATC) Wing, besides the Office of the Development Commissioner (DCMSME) as an attached office and other subordinate organizations.
